Does the Village of Queen Charlotte have a building code bylaw?

No the Village of Queen Charlotte does not have a building code bylaw.

Am I able to opt out of residential garbage service?

The Skeena-Queen Charlotte Regional District provides garbage collection service in the Village. As per Bylaw No. 520-2009, every owner of a “dwelling” within the service area is required to pay for garbage collection. All “dwellings” are defined by BC Assessment. All homeowners are responsible for ensuring their dwellings are properly classified.
